(AP Photo/Andrew Harnik, File) President Donald Trump signed the bill replacing the Iran nuclear deal on Tuesday, in an action that marks the start of a self-imposed 100-day deadline for dismantling the agreement negotiated by former President Barack Obama. The new law, the Iran Nuclear Agreement Review Act of 2017, gives Trump more flexibility to pull out of the accord and resume U.S. sanctions on Iran, though Obama administration officials had argued that they had already begun to unravel the deal. The bill, which Trump signed early in the morning Tuesday, empowers the president to impose sanctions and to withdraw from the deal without Congressional approval. "This measure does not have any limitations on the President's authority to withdraw or waive, in whole or in part, the application of any United States sanction relating to Iran," the White House said in a statement. Trump tweeted his initial reaction to the signing of the bill: "Iran can NEVER have nuclear weapons!" The National Emergencies Act of 1976 authorizes the president to declare national emergencies and "to regulate by means of emergency all international and foreign commerce." (AP Photo/Andrew Harnik) Though the president's declaration for a new Iran sanctions law did not mention a national emergency, critics argued that Trump should not be declaring a "blank check" to impose sweeping economic penalties and bypass Congress. "When Congress is willing to act, the president has no legal authority to unilaterally impose crippling sanctions on Iran," the Institute for Research and Early Development said in a statement. "The bill is a complete abdication of congressional power and sets a bad precedent that will make it harder to hold the president accountable." Trump has threatened to re-impose sanctions on Iran that were lifted under the 2015 Iran nuclear deal, officially called the Joint Comprehensive Plan of Action, which curbed Tehran's nuclear program in exchange for an easing of international sanctions. Under the terms of the deal, Iran agreed to dramatically scale back its uranium enrichment program and submit to inspections.
